Chicago area consumers paid 19.7 percent more than the U.S. city average for electricity and 6.2 percent more for gasoline in September 2010 as measured by the Consumer Price Index (CPI), the U.S. Bureau of Labor Statistics reported today. Conversely, Chicago area consumers paid 20.5 percent less for utility (piped) gas. Charlene Peiffer, the Bureau's regional commissioner, pointed out that the percentage differentials between the local and national prices for electricity and gasoline widened from a year ago, but utility (piped) gas narrowed. In September 2010 a gallon of gasoline averaged $2.924 in the Chicago area, 10.8 percent higher than it was one year ago. The area’s rise in the price of gasoline over-the-year was more than double the national trend which saw the average price increase 4.9 percent from $2.626 per gallon in September 2009 to $2.754 in September 2010. The last time gasoline prices in the Chicago area were below the national average was in March 2007. During the first 9 months of 2010, gasoline prices in Chicago have ranged from about 7 cents to 20 cents more than the national average. (See chart 2.)

A therm—a measure of constant heating value—of utility (piped) gas, commonly referred to as natural gas, in the Chicago area averaged $0.844 in September 2010, an increase of 12.5 percent from the previous September. Nationwide, a therm averaged $1.062 in September 2010, up 3.3 percent over the year. With few exceptions over the past five years, Chicago utility (piped) gas prices have remained below national prices. (See chart 3.)

Technical Information
Average prices for electricity, utility (piped) gas, and gasoline are published monthly for the U.S. city average, the 4 regions, the 3 population size classes, 10 region/size-class cross-classifications, and the 14 largest local index areas. For electricity, average prices per kilowatt-hour (kWh) and per 500 kWh are published. For utility (piped) gas, average prices per therm, per 40 therms, and per 100 therms are published. For gasoline, the average price per gallon is published. Average prices for commonly available grades of gasoline are published as well as the average price across all grades.
Price quotes for 40 therms and 100 therms of utility (piped) gas and for 500 kWh of electricity are collected in sample outlets for use in the average price programs only. Since they are for specified consumption amounts, they are not used in the CPI. All other price quotes used for average price estimation are regular CPI data.
With the exception of the 40 therms, 100 therms, and 500 kWh price quotes, all eligible prices are converted to a price per normalized quantity. These prices are then used to estimate a price for a defined fixed quantity.
